This is the text of a letter to the editor that the Napa Valley Register was unable to print because of late submission (before the November 4, 2014 elections.)
The board members of Friends of the Napa River (FONR) are frequently asked about our position regarding Napa Pipe and the coming vote for expanding the City of Napa’s Rural Urban Limit (RUL) — Measure A.
This vote is not for approval of any development plan or even the annexation of the area into the city. It only allows for the possible annexation if the City and the owners both agree to it. As such we feel that this is an appropriate step and support the measure. This will give the City of Napa jurisdiction over the planning and restraints placed on the development.
Should the measure pass, and if there is an application for annexation, FONR will continue to pursue the following recommendations and others to the City Planning Commission and the City Council in reviewing the proposed development:
In the first phase of development, there should be a complete public hiking trail linking existing elements of the River Trail south and north of the development, to be preserved in perpetuity by deed restriction. Also, in the first phase of development, there should be a fully developed public access to the river for launching non-motorized water craft.
